Eventually congress passed several amendments allowing for employee controlled plans. Thus was born - the 401K's, the S.A.R - S.E.P., the S.E.P. IRA, the IRA, and the ROTH IRA to name just a few. For obvious reasons, pension plans were established for the benefit of all employees, and it's management.
